War Production Board To Take Over Small Concerns

WASHINGTON-(AN P)-A memorandum issued here by Emmer Martin Lancaster, advisor on Negro affairs, U. S. Department of Commerce, announced that legislation has been passed by U. S. senate empowering the government, through the War Production board to distribute to small manufacturers contracts for the manufacture of goods and implements of war. An agency of WPB has been formed for the purpose of financing the conversion programs it relates to small business integration and a capitalization of $100,000,000 has been provided for this purpose. The agency is to be known as Smaller War Plants corporation.

Its function will be to enable WPB to finance plant construction. conversion, and expansion; acquisition of equipment. materials. facilities, machiney and to provide firms with working capitals to be used in manufacture of supplies and materials, The corporation will purchase or lease lands and buildings, expand plants or produce equipment, facilities, machinery and supplies to enable small concerns to engage in war work. It will be empowered to sublet subcontracts to small business concerns under terms prescribed by the corporation.

Negro state planning committees affiliated with the department.are ordered to make a survey and list all plants buildings and businesses under Negro management that may be converted for war purposes and to submit a list to state chairman and to the department of commerce,

WPB investigators will determine types of business suitable for conversion. At the moment. it is said these business would probably include all machine and tool shops any establishment or plant which contains machinery; educational institutions maintaining machine shops and related courses; lumber companies,beverage companies clothing or plants factories printing establishments pharmaceutical establishments canning factories garages, manufacturers of metal tubes and containers and others.
