We have a rumour in circulation, brought by a gentleman just arrived from the Northward—That, by an arrival in the Delaware, advices were received from Europe of a very late date—They state among other things, that 25,000 Prussians had deserted the Standard of Bonaparte on the borders of Russia,— and that our minister to France, Mr. Barlow, was dead.
On the same authority we learn that Congress had passed a law on the subject of British Licenses, making it a crime punishable with death for any citizen hereafter to take those Licenses, &c. &c. This evening's Mail will probably enable us to decide on the truth of these rumours, which we have given as we received them.
