A Union Convention of the people of the State of Arkansas is called to meet at Little Rock on the 2d of April, to take measures to restore harmonious relations with the General Government, and secure participation in its councils.
We trust that the Union men of Arkansas will exhibit the spirit recently manifested by their brethren in Tennessee, and follow their example by ratifying the Constitutional amendments, and declaring for universal suffrage.
The material and financial interests of Arkansas are in most deplorable condition, and there is but one hope of salvation for the State, during the life of the present generation That hope is Northern immigration and Northern capital. And all that is required to obtain these essential requisites, is a policy which will restore the relation of the State to the General Government, and secure the rights, liberties and interests of all men alike, within the borders of the State.
It is most surprising and deplorable that the passions and prejudices of any portion of the people of Arkansas should so blind them to their true interests, as to make them persist in their present attitude. Especially when it is perfectly clear that their persistence two years longer will work so disastrously to the interests of the State. And when it is perfectly clear too that there is not the remotest chance of any better terms being offered them for resumption of their relation to the Union during the two years in which the Fortieth Congress shall control the situation.
Let the people reject these terms sullenly and defiantly and the result will be that the emigration and capital will seek other sections. And as a result, Arkansas will suffer for men and means for a dozen years to come, and then turn in extremity to Northern immigrants to come in and take charge of the State, and run its institutions in their own way.
We conclude, as we began, that the only hope for Arkansas in the present or the future, is in the North, and the sooner the people of that State realize the fact, and lay hold of that hope in earnest, the better every way for them.
