'The claim which Prince Charles of Saxony sets forth to the Dutchies of Courland and Samogitia, which will be litigated in the Grand Diet of Poland, will be strongly opposed by the Empress of Russia, in favour of her son the Grand Duke, who pleads a will made by the late John Ernest de Biron Duke of Courland, in his favour. The above mentioned Dutchies have been looked upon by the Russian Sovereigns as immediately under their influence and disposal; and in consequence the Empress will oppose the claim of a foreign Prince, who is strongly supported by the Emperor of Germany and the King of Prussia, whose views her Imperial Majesty begins to look upon with eyes of distrust.'
