Jan. 9. A packet was dispatched by the last New-York mail, which is expected to have sailed on Saturday, with full instructions to Mr. Temple, his majesty's consul-general in America, touching some proposals of Congress made thro' Mr. Adams, the American ambassador, about two months ago, and which have been under consideration of the cabinet, who, tho' rather pressed by the American plenipotentiary for a speedy answer, had come to no determination till within these few days, when Mr. Adams was informed, that the consul at New York would receive full powers on that subject by the next dispatches sent to him.
