Hon. Titos Settle, of North Carolina, who was chosen by the National Republican Convention as its permanent presiding officer, is a leading Republican of that State, a lawyer by profession, and a capable and experienced parliamentarian. He is about forty-five years of age, and has been in public life since he was twenty-one. Throughout the late civil war he was a staunch Union man. He was Speaker of the House, and President of the Senate of North Carolina during and since the war. In 1868 he was elected associate Judge of the Supreme Court. In 1870 he was appointed Minister to Peru, which position he resigned in January of the present year. The selection of a Southern man for permanent president of the Convention is a merited compliment to the patriotic and sturdy Republicans of this portion of our common country.
