A Supplementary
MILITIA BILL, has
been reported to the House of Representatives,
which may be considered as an important part
of the system designed by the cabinet to render permanent
the new order of things. It
for the voluntary emolument of the flanking companies
grenadiers and artillery who
are uniformed, equipped, and brought into the field
5 days successively every year, and to receive
Half a dollar a day, if he should think it expedient, to call them
into the field 30 days successively; and in this
case they are to be furnished camp equipage, &c.
and are to receive the same compensation that
is given the troops of the line.

The artillery is to be composed of men from 18 to 26 years
of age. If the companies should not be filled
by volunteers, the proper officers are to complete them by drafting men of suitable age.

These conscript troops will be composed of a
particular "sector," and will constitute an ARMY
of about one hundred and fifty thousand men,
designed probably to keep a different "sector"
