By the schooner Rover, from Saint Jago de Cuba, we learn, that an Embargo was laid on all vessels in that port on the 21st of June, which continued until the 28th, in consequence of the fitting out of a Spanish fleet of armed merchantmen of six ships, destined for the coast of Africa and the Mediterranean, the whole of which sailed on the 28th in company with the Rover, who spoke them 10 days out, abreast of the Havanna.
We further learn that several Carthaginian privateers have recently been cruising off Saint Jago de Cuba. The Rover was boarded on her outward passage, by one of these privateers off Cumberland harbour, and treated very politely.
Markets at Saint Jago very dull for American produce-flour, eleven to twelve dollars.
