NORTH CAROLINA.

At the last session of the N. C. Legislature, an act was passed, authorising the polls to be opened, for the purpose of ascertaining the wishes of the qualified voters for Members of the House of Commons, with respect to an amendment of the Constitution of that State. The present Constitution of N. Carolina, was granted to it at the first organization of the Colonial Government under Great Britain, and has undergone no change since that period. There are many features in it which are obnoxious to the spirit and intent of the institutions of this country. That clause, which excludes from offices of trust and honor, all members of the Catholic persuasion, is an anomaly in a Government of universal religious tolerance and equal privileges.

The present standard of representation in the Legislature is also unequal and unjust, for while the western portion of the State outnumbers the eastern section in population at least 100,000, yet the East has greatly the political preponderance in the Legislature, and has for years wielded it, almost exclusively, to promote sectional purposes, regardless of the general welfare of the State. It is owing to this unfortunate state of things, that North Carolina is far behind her sister States, in public enterprise, and in wealth. It is gratifying, however, to know that old Rip Van Winkle is about to wake in sober earnest. A large majority of the votes polled in pursuance of the act above mentioned, were in favor of the proposition to call a Convention.

The Governor has accordingly issued writs of election, authorising the polls to be opened on the 21st inst: in the different counties, for the election of two delegates to represent each of the said counties in a Convention to be held at Raleigh on the 4th of next month.
