The third thing in which all can and should share is the school. Although it is placed third, it is by no means the least important. Indeed, in some respects it is the most essential, for it is where the children learn either to work together and help each other, and to be good neighbors and so good Christians; or where they will acquire the priest and Levite habit of "passing by on the other side," which is still too often shared by gentlemen of that profession, though happily not so much so as it was some five or thirty years ago.

The participation in "these three things" will naturally lead to a lot of other things like public health and public welfare that all go to distinguish a place from a community.

So, in conclusion, we again ask that question which is the title of this article, and we leave it with you for your earnest consideration.
