SATURDAY, FEBRUARY 13, 1819.
FROM OUR CORRESPONDENT AT WASHINGTON
Friday, February 12.
Mr. Williams, of North Carolina, moved that the committee, on military affairs should be discharged from the further consideration of the resolution which he had proposed some time ago. respecting the reduction of the army, which was granted.
He then informed the house that his motive for making that motion was, that he intended, on the next day. (this day) to propose to the house to instruct the said committee, (on military affairs) to prepare and bring in a bill to the same effect as that proposed by the aforesaid resolution, namely, to reduce the army, on which proposition the sense of the house could be ascertained. And while the house was engaged on the bank subject, the committee could be preparing the bill, should they be so instructed. It is, no doubt, desirable that the sense of congress should be speedily ascertained upon this point. But I apprehend that reducing the army, without reducing the extent of our territory also, will be thought rather inconvenient.
The discussion afforded by the appropriation bill in the committee of the whole, did not satisfy the orators, who would not let it pass without squeezing another day's full day out of it—so, yesterday the points which were supposed to be closed on Wednesday were ripped open again in the house with little other difference than the speaker's being in the chair, occasioned an amendment by Mr Taylor, and another by Mr. Johnson, which brought on a reiteration of the former argument.
A motion was finally made by Mr. Strother to postpone the appropriation bill indefinitely, which notwithstanding the utmost exertion of his superlative eloquence was negatived by 93 to 59. When will our representatives learn to set a due value upon political wisdom and eloquence.
