Poda Urges Civilian Defense Training in Ohio Schools

John Poda, president of the Summit County Commissioners, is urging that all schools in Ohio instruct pupils, as well as teachers and other school personnel, in first aid as part of the state's Civilian Defense program.

In a letter addressed to Major General Leo M. Kreber, Poda pointed out the need for such training, especially in view of the small appropriation by Congress with which to finance an adequate educational program to prepare the population for possible emergencies.

Mr. Poda's letter follows:

"Civil Defense should best be regarded as mass insurance.

"Thus, in view of the fact the Red Cross will work closely with us; why don't we:

"Proceed with programs that will provide modern methods of first-aid training for school teachers, school employees, and children of all grades in our schools in Ohio? It will be a big job, but think of the results!

"Thus, if protection is suddenly needed, we will be glad we adopted these additions to adequate Civil Defense preparedness.

"These activities, by right, really should be devoted to such public education. A public acquainted with the rudiments of how to protect itself, how to take cover, what preliminary steps are necessary, will best be able to protect itself in case of attack, or emergency, or natural or man-made disaster.

"The meager funds Congress is providing for Civil Defense means that State and local government areas must deal with these projects in more result-producing realism.

"Perhaps that is why many communities, to date, have this in common: we have encountered a fairly widespread inertia to the CD program. It is not apathy in the sense that the public doesn't care, but rather immediate need for which is not apparent."

"Therefore, why not all-out first-aid training courses for all Ohio school teachers, personnel and employees, and the thousand-thousand school children?

"General, don't you feel the functioning of such CD programs should be set up at an early date?"
