DETROIT, Mar. 19.- CIO United Auto Workers leaders ordered a mass picket line thrown about the big Buick division of General Motors corporation in Flint, Mich., tonight following a flare-up of resentment over unsettled local strike issues.
The largest GM local union in the country, Buick 599, approving the national peace terms overwhelmingly, voted 2,767 to 1,510, to stay off the job until plant grievances have been ironed out. Ben Woodward, president of the local, called for the mass turnout of pickets tomorrow morning. He added that the management of the plant will be asked to meet immediately with UAW-CIO leaders to discuss at least 10 unsettled grievances.
At a two-hour rally, members of Local 599 heard strike leaders plead for a continuance of the walkout that began last Nov. 21.
The Buick local was the forty-ninth unit to approve the national settlement terms, but the eighteenth in the country to order prolongation of the walkout pending further local negotiations. Thirty-one locals have approved a return to work as soon as the corporation issues the call--probably within a few days. Only one local, in Baltimore, Md., has rejected the national settlement terms which include the 181/2-cent hourly wage increase.
A union spokesman estimated tonight that over 100,000 members have OK'd the national peace proposal. He added this total is "very near" the simple majority needed to insure acceptance by the UAW-CIO of the terms. Voting at other of GM's 96 plants will continue today, and UAW-CIO officials said the tabulation should be complete by Wednesday.
