Prominent persons here entertain no doubt that England and France will raise the blockade before the 1st of November, and that before the 1st of January the wharves of New Orleans will be lined with shipping. Seward had assured those Governments that the Federal forces would be in Richmond by the 1st of August, and that by that date the shipment of Virginia tobacco would be unobstructed, and that by the act of September the cotton ports would be opened under the auspices of the Lincoln Government.
It is now demonstrated to the world not only that these promises were valueless, but that the Federal authorities so far from possessing power to coerce the South into obedience, are menaced at their own capital. Hence, whatever hopes our enemies may have lavished on their anticipated triumph and the suppression of what they call the Southern rebellion, are now entirely dispelled. I have no idea that they will make peace on such terms as we can accept: but I am convinced that the new year will find us with our ports opened, our commerce re-established, our armies triumphant, and the war transferred to the debatable States of Maryland and Missouri, if not still farther North.
