Winter Quarters.--For years past our city has been infested with straggling loafers who congregate here when cold weather sets in, for winter quarters. Heretofore a few drinks of the essence of pine top would knock their heels from under them, and forthwith the police would march them before the Mayor, by whom they would be jugged for the season and thus furnished with winter quarters-- The establishment of a chain gang has prevented, in a measure, the congregating of these human vultures, and saved the State a heavy expense, but occasionally an old stroller, more adventurous than others of his clan, attempts to run the gauntlet, and is caught in the snare set to frighten him off. Yesterday morning one of these choleric pioneers named John Hooper, made his fourth appearance before the Mayor for being drunk and behaving improperly, and as he could find no one to stand sponsor for his future conduct, was sent to the lock up, where he will be kept till the weather opens, and then be put to work on the streets.
