RIGHTS: The civil rights commission created by Republican administration and scheduled to die this fall unless Congress extends it will see some rough sledding in the next few days. The Commission will be under attack by southerners who do not want civil rights legislation and republicans who want a lot more than is now possible under the commission's plan.
