From the obvious reflection, that no society of men ever did, or ever can act efficiently, in any one uniform design, of a public nature, without a systematic plan; I was induced to propose to the Members of the Protestant Episcopal Church in this county, to assemble at Martinsburg, Morgan's and Hedges' Chapels, for the purpose of electing three of the most discreet members from each congregation, to represent them in a standing committee of the Church; that by their united endeavours, they might ascertain the practicability of supporting a minister, to officiate at the places aforesaid. But, from some cause or other, nothing has been done. I most earnestly, therefore, intreat the Members of the Church to meet at their respective places of worship on Saturday the 4th day of August, to make the elections aforesaid; it will not hinder much time, three or four hours in the afternoon will be sufficient; and the members so elected, are requested to meet at Mr. Graham's in Martinsburg, on the Saturday following, to devise a method of obtaining a salary for a minister, and establish any regulations, the present situation of the Church may require.
