THE CAUSE OF FAILURE.
It is a fact that the resolutions to instruct our senators were not lost in the House by the belief of a federal bank being constitutional; but many who voted in the negative, thought that the state legislature had no right to instruct members of Congress elected immediately by the people. Then, they ought to have so amended the resolution, as to include the senators only. But, foolish cavils being raised against the preamble, by envious quibblers who preferred a brook to a stream of greater depth and width, occasion was seized to confuse and to divide—Some of those who on the final question said Aye, when they dared not utter No, really effected the disgrace. So potent are envy and stupidity!—Whig.
