After leaving him and passing through the hands of two or three other clerks, whose business it is to check something or other, the importer comes to the appraisers, whose duty is to go over the calculations. Before presenting his invoices to them, it is alleged that Mr. Frosch prefixed the proper figures in the place of thousands, so that all was right there and everywhere; yet the whole work was quite wrong, for he only paid duties on the hundreds and tens, and had the thousands clear.—N.
