PHILADELPHIA, October 18.

Repeal of the French Decrees
CERTAIN!

Captain Malcolm, in a brig belonging to Thomastown, (Mass.) in March last, was captured by the Clorinde, French frigate—was scuttled in 5 minutes after the officer came on board! Captain M. was detained as a prisoner 13 days; during which this frigate, and her consorts (who have met retribution in the Eastern Ocean) captured and sunk 2 more American vessels, bound from Lisbon to the United States, and one of them laden with Merino Sheep.
