Very late from Pernambuco.
By the arrival of the brig General Ward, Captain Whitehead, from Pernambuco, which place he left the 26th March, we learn that all was quiet at that place. The Patriots were preparing gun-boats and putting the forts, &c. in order, to defend themselves against an expected attack from the Portuguese ships of war. No news had been received from St. Salvador or Rio Janeiro. Paraiba and Rio Grande had declared themselves independent.
A proclamation had been issued by the authority at Pernambuco, forbidding the departure of any persons or vessels from that port without a passport.
The reason for this procedure is stated to be to prevent the departure of funds, which might weaken the public cause, and thereby aid the measures which the Court at Rio Janeiro might take against Pernambuco. The property of persons absenting themselves without permission, is declared to be confiscated; as is also the property of Portuguese subjects which may be found within the territory.
The brig Gipsey, Harris, was to sail in 10 days after the General Ward, bound to Boston, with a Minister and suite, to the government of the United States.
