LEGISLATURE OF TENNESSEE.

SENATE.

THURSDAY, Jan. 21, 1858.

Mr. Wright presented a petition from certain citizens of Monroe county, in relation to school matters. Referred.

Mr. Reid: a petition from citizens of the town of Jackson, asking for an amendment to their charter. Referred.

The Speaker appointed, as the Senate's portion of the joint committee, on the fee bill, Messrs. Wright, McConico and Munday.

Mr. Wright introduced a bill to give the Tennessee, Western and Atlantic Railroad Company, the further time of eight years, to complete the first section of thirty miles of their road.

Mr. McDougal: a bill to make more available the lien of the State upon works of Internal Improvement, and to further protect the State of Tennessee.

Both of which passed the first time.

Mr. Bratcher offered a resolution requesting the committee on the Penitentiary, to inquire into the expediency of establishing two branches of that institution—one in East and one in West Tennessee. (Lies over.)

Several bills passed on the second reading.

The bill to provide for the performance of certain duties by the chairman of the county courts, was taken up, and after some discussion, Mr. Heiskell had leave to withdraw the bill.

The bill to provide for the removal of the county seat of Tipton county, was rejected.

Mr. Munday entered a motion to reconsider the vote rejecting the bill.

The bill to amend the act, incorporating the Memphis City School, passed the third and last time.

Adjourned till 2 o'clock.

AFTERNOON SESSION.

Mr. Davis addressed the Senate in favor of the passage of the resolutions, in relation to the Hon. John Bell.

At the close of his speech, the resolutions were put upon their passage, and adopted by the following vote:

Ayes.—Messrs. Bullen, Davis, Denton, Harris, Jones, Munday, McDougal, Reid, Rose, Travis, Walker, Whitthorne, Wright and Mr. Speaker—14.

Noes.—Messrs. Bratcher, Goff, Heiskell, McConico, and Roach.—5.

House bills, to establish two additional districts in Sullivan county, was taken up and passed the third time.

Part nine, of the code was read the second time.

Mr. Denton had leave to introduce a bill to authorize parties litigant to take forfeiture against witnesses for non-attendance in certain cases, and for other purposes. Referred.

Adjourned till 9 o'clock, to-morrow morning.

HOUSE OF REPRESENTATIVES

THURSDAY, JAN. 21, 1858.

Mr. Roberts, petition from citizens of Grundy county in regard to the line of that county.

Mr. Bayliss, a resolution adverse to the granting of the use of the Hall during the session for any other than State or federal purposes.

Mr. Blackburn, a resolution granting the use of the hall to an itinerant showman who has on exhibition a mammoth bear and pet tiger.

Mr. Johnson, an amendment providing that the said showman appear in full mourning dress.

Mr. Cooper moved to print the resolution.

Mr. Davidson moved a suspension of the rule, to bring the resolution up, ayes 44, nays 3, no quorum voting.

Mr. Dobson offered a resolution directory to the committee on Common Schools in regard to school lands in the Hiwassee and Ocoee Districts.

Mr. Estes, a bill to provide for the sale of all the State stocks in railroads and Turnpike roads, and create a sinking fund to liquidate the State debt.

Mr. Newman, a bill for a similar purpose.

Mr. Thompson, a bill giving magistrates equity jurisdiction in warrants not exceeding $50.

Mr. Turner, a resolution to meet at nights for the purpose of acting upon private and local bills.

Various amendments were offered to the resolution, and thereby the entire morning session consumed in considering them, resulting in the adoption of a resolution, to meet at 9 a. m., and continue in session until 12 midnight, allowing two hours for dinner and two for tea. A motion to reconsider this resolution was lost, and the chair decided upon a motion to adjourn, that the rules of the House were amended, and no motion to adjourn would be in order.

Mr. Davis introduced a bill to enhance the sales of the State bonds and facilitate their use in the hands of individuals.

Adjourned until 2 o'clock.

AFTERNOON SESSION.

Mr. Lackey introduced a bill for the relief of the heirs of E. N. Ferguson.

Mr. Turner, a resolution appointing R. P. Cheatham clerk for the balance of the session.

The House resumed the consideration of the Law Reform bill, and a discussion ensued, resulting in the passage of the bill on its second reading, and withdrawn for amendment by Mr. Turner.

BILLS ON THIRD READING.

To compel railroad companies to keep within the rates of freight as set forth in their charters, passed; to increase the revenue and for other purposes, making the hiring of negroes by non-resident owners a privilege, rejected; in relation to assessment of tax on hired slaves, passed; authorizing tax collectors to deputize constables to collect certain taxes, passed; to preserve the credit of the State, by forcing railroad companies to pay the interest on their bonds, passed; to charter the Greenville and North Carolina Railroad.

Adjourned till 7 o'clock p. m.
