The following address of the Consul of the French Republic, resident in Philadelphia; to his fellow-citizens of France, is translated from Parent's Courier Francois, of Monday last, which, as it holds out a prospect of a return of a considerable body of citizens to their country and friends, cannot fail to be pleasing to our readers :

"Philadelphia, 30 Nivose, the 4th year of the French Republic, one and indivisible.

A vast and profound conception, citizens, assures for ever the happiness of our common country. The obscure night of intrigue, the reign of faction, the storm of passions, are all destroyed ; the genius of liberty has alighted with rapid wings on the affairs of France ; It has Shed the light of a glorious day.

Already, your parents, your friends, hold out their arms to receive you ; they call you to partake of the benefits which are conferred upon by a new Constitution, already sanctioned in your hearts by its conformity to the principles dictated by nature.

It creates the best political order. "Guarantees our rights, it prescribes to us our duties, it enchains licentiousness and tyranny ; it opens the way to the social virtues, and indicates their triumph by the reign of the laws which it secures.

The Minister Plenipotentiary of the French Republic to the United States of America, has communicated to me that he has received officially, the Law of the first Vendemiaire last, which declares, in the name of the French People, that the Constitution is accepted, and that it is the fundamental law of the French Republic.

You will appreciate, citizens, according to its just value, the happy event which terminates the French Revolution, and, without doubt, you will come with eagerness to the office of the Consular, to learn particulars of the Communication, from which I publish this news, as precious to my heart, as it is interesting to all ages and to all nations.
