Austrian Envoy.

Considerable feeling is said to exist at Constantinople, in consequence of Com. Stringham having honored with an unnecessary salute Baron Bruck, the Austrian Envoy. When it is recollected that towards the close of 1851 the Austrian legation at Constantinople sent an armed force to the American Consulate there, tore down and trampled on the American flag, closed the establishment, and sealed it up with the double-headed eagle of Austria, and that no apology has ever been made for the outrage, it must be confessed that the conduct of the Commodore was somewhat extraordinary. According to a correspondent of the New York Times, the Consul himself, the victim of this insult, is now at Washington seeking redress. The conduct of Com. Stringham is another example of that want of tact or that sympathy with absolutism—which is it?—that is continually leading our naval officers to lower their country in the estimation of Europe. The spirited behavior of Com'r Ingraham at Smyrna is almost the sole exception in the history of many years which we can now recall.

Our contemporaries generally, we notice, have confounded these two naval officers. The New York Tribune even urges Com. Stringham's conduct at Smyrna as a full reparation for his behavior at Constantinople. Yet the salute at Constantinople was fired from the frigate Cumberland, while the vessel at Smyrna was the sloop-of-war St. Louis; and as the same officer could not have commanded both, the error of our contemporaries is inconceivable. Stringham is a post captain, Ingraham only a commander.—The first is a New Yorker, the last a South Carolinian.
