Senator Richard B. Russell, Democrat, of Georgia, a leader of the Southern bloc which is opposed to President Truman's civil rights program in its entirety, last Wednesday predicted renewal of the fight against poll tax legislation, starting in the Senate Rules and Administration Committee.
He noted, however, that he and other Southerners had pledged themselves to support a constitutional amendment to abolish taxes on the right to vote in Federal elections. A resolution proposing such an amendment is sponsored by sixteen Southern Senators.
"We in the south are not opposed to poll tax repeal as such," Senator Russell said. "We are perfectly willing by constitutional amendment, and have so stated. But I am bitterly opposed to any federal control of elections. We in the south have had experience with that, do not want it again, and fear that some of the poll tax repealers would be the opening wedge for this."
