In many places in the east we notice meetings have been held by the people and funds raised to be presented to Volunteers as bounty money in addition to that to be received from the Government. In many instances each volunteer gets as high as $75 additional bounty in this way. We think funds could easily be raised in this County sufficient to pay to each volunteer $50 additional bounty, and by so doing many recruits could be raised who would not otherwise willingly go. We think this would be a much better course than to throw every possible obstacle in the way of enlistments, as some are disposed to do.

Gov. Solomon has tendered to Lieut. Col. J. J. Guppy, of the 10th Regiment the command of the 23d Regiment, which is to be raised in this District. Col. Guppy is said to be an excellent officer, and we have no doubt will be acceptable to the volunteers to make the Regiment. In many places in the east meetings have been held by the people and funds raised to be presented to Volunteers as bounty money in addition to that to be received from the Government.
