Representative Armistead's Railway Bill is Overwhelmingly Defeated in the Senate.
The Bill Creating a Separate Judicial District Out of Tarrant County Engrossed.
THE SENATE.
Special.
Austin, Tex., Feb. 28.—In the senate to-day Representative Armistead's railway bill, providing that shippers may receive a sum equal to 10 per cent. per month on the value of goods for unnecessary delay or detention, which passed the house by an overwhelming majority, was killed by a vote of 20 to 2 against the bill. The senators voting for it were Randolph of Madison county and Garrison of Rusk county.
The bill to pay the members of the veteran board for services rendered was reported favorably.
The bill authorizing the comptroller to suspend the forced sale of personal property for taxes until July was reported unfavorably.
A bill was introduced: To provide for the appointment of a board of managers of all the charitable and penal institutions of the state.
