We have now upwards of 700 capital merchant ships expected to arrive in the port of London between this week and the last week in September, the several owners of which are under great apprehensions lest the French should conduct them into their own or some other neutral ports. It is certain the French Court have long meditated to strike a sudden blow of this kind; therefore it behoves the administrators of our naval department to be upon their guard, and to keep a good lookout at this particular season of the year.
