the "best" representation may not

would be made. Also, that Asiatics
do not need American Negroes to
provide them leadership, and further that especially the Indians
they already have their nationalist
groups. Africans, it is pointed out
are desperately in need of aid in
meeting problems peculiar to them
Because of the current delays and
the fear regarding transportation
-the American delegates may be
able to get to Paris but may be
held up on the return trip owing
to troop movements-the likelihood
is that the conference may have
to be put off even at a time when
many African persons will be attending the trade union conclave.
In this case, it is believed,

might be best to postpone for a
considerably longer time. The difficulty in expediting or assuring
