By the arrival of the steamship Bohemian, we have Liverpool advices to the 26th ult. The war feeling in England was on the decline. The sober second thought of the people, aided by a suspicious breeze from France, had brought about a reaction; and public sentiment, which a few weeks ago was ferocious for war, is taking a turn in the opposite direction. We are now informed that peace is desired and hoped for. It is even confidently expected. Under this feeling, cotton advanced largely, and war risks were on the decline.
