REDS NEGOTIATING FOR ARMENIA RULE

LONDON, May 19.-It has been learned from a usually well informed source in Constantinople that Russian Soviet agents are endeavoring and with some hopes of success, to induce the Armenian bashnakist party, which is behind the civilian government, to accept the soviet's control of the foreign relations of Armenia, says a dispatch to the London Times from Constantinople.

In return, the dispatch says, the soviet government has promised to grant the Armenians complete internal independence and offered them the same territorial concessions as the Entente powers have offered and also the necessary military assistance to enable them to realize their aspirations.
