PHILADELPHIA, June 19.

COMMUNICATION.

The secret Treaty, negotiated in November last, now under consideration, though secretary Grenville appears, on the part of Great-Britain, to be the ostensible person, is well known to be the work of Charles Jenkinson and William Eden, now both of them Lords, and considered to be the most accomplished all work politicians in Great Britain : It therefore remains to be seen, whether or not the said renowned pair of politicians have not over reached our Extraordinary Envoy, at whose election to be Governor of New-York, the Royalists, Refugees, and Tories are as much elated as if their Angle Iron, or their Arch Angel Old Rogersson, had returned again to the government.
