Foreign Items.—The subjoined additional items by the Glasgow, possess some interest: There was considerable difference in France as to what should be the title of the new Emperor. Some prefer "Louis Napoleon I," and others "Napoleon II." The movement favoring the son of Prince Lucien, as heir presumptive to the throne of Napoleon, gains much consistence. It was thought that the electors of France would be summoned on the 21st of November to vote, and the legislative corps on the 28th, to proclaim the empire.
