Important.—It will be seen by the following letter, written on board of the steam-boat Virginia, from Norfolk to Baltimore, and received by a mercantile house in this city, by this morning's mail, that a complete revolution has been effected throughout the Brazils, and provisional governments established.
"Steam-Boat for Baltimore, Dec. 17, 1821.
"In the bay this moment we have taken, two passengers from the brig Resolution, 36 days from Pernambuco.
They report a complete revolution throughout the Brazils, and the establishment of provisional governments, and power to constitute a Cortes of the nation. The Prince Regent was shipped from Rio for Lisbon, and the Governour from Pernambuco previous to the sailing of these passengers, on the 10th of November. Ports were all declared open, but markets were not encouraging for American produce—
