"Our friend Bourne, who was appointed Consul of the United States for this place, has not yet been officially acknowledged by the government here—the reason assigned is, the error of the minister who has not forwarded the convention to the government in this place.—This is only the ostensible reason however—the real cause is seated in their apprehensions of losing some fees in the admiralty, in cases of protests, declarations, &c.—and that they will no longer be able to take the property of our countrymen under the law of Droit D'Aubaine, which they put in force on the death of a Mr. Myers at Aux Cayes, about eight weeks since—whose property was immediately confiscated.—I was much surprised to find some writer in a Philadelphia paper, of March last, deny that this law was carried into execution in the islands, as it is a fact that it is—which must be considered as a great injury to the citizens, and an indignity to the government of the United States. I wish the fact respecting Myers may be made fully known, that the people of America may know on what footing they stand with their allies in this respect,"
