We publish to-day the proceedings of the "Democratic Convention" held at Martinsburg on the 22nd ult. The letter of Col. JAMES M. MASON to Mr. DAVENPORT, made a part of the proceedings, replying to certain interrogatories put by that gentleman to him, we would call the particular attention of our readers. Col. Mason is now a candidate expecting the suffrages of the people of this congressional district, in support of his pretensions to a seat in the House of Representatives of the U. States. This letter, we presume, is to be taken as an exposition of his political creed; and, therefore, it is a paper of much importance to each voter in the district.
