SEATTLE, (AP) Declaring it 'inconceivable' that signers of the American Constitution "intended to license abuse and destruction of our domestic privileges by an unscrupulous minority," national commander James F. O'Neil of the American Legion last night proposed that the United States "outlaw the Communist party and its organs, and deport aliens who adhere to Communism."

In a Columbus Day address before the Seattle Council of the Knights of Columbus, the Manchester, N. H., Legionnaire proposed also that the United States:

"Lock our immigration doors against Communism;

"Expedite the loyalty checks without fear or favor;

"Apprehend and prosecute active agents of the party on grounds of treason, to show the Communists that we mean business.'

He spoke strongly in favor of universal military training which he described as "the core of any defense system."

Four other "needs" of a national preparedness program he described as retention of the armed forces and reserve components at quota strength; continuation of scientific research; stock piling of strategic materials; and an efficient central intelligence system.
