What is this article about?
Dutch States in Amsterdam have prohibited natives and foreigners from recruiting artisans to leave or serve foreign powers, punishable by death. Similar policy in France, likely due to jealousy over prosperous British North American colonies like New England, built by Dutch and other immigrants.

Some advices from Amsterdam mention, that the States have lately prohibited either natives or foreigners from engaging any artisans or handicrafts to leave the country, or enter into the service of any foreign power, on pain of death---It is said something of the like nature has been done in France: by which it seems probable, they are not a little jealous of our inland colonies in North-America; which like that of our New-England, suddenly rose to opulence by the great Numbers of Dutch and other foreigners, who crowded to that colony on its first settlement.
