Paris, Nov. 23-The opposition to accepting the American terms by the Spaniards has developed instead of decreasing since Monday. Two commissioners are now in agreement with Rios, and three constitutes a majority of the commission. These three have strongly recommended to the Madrid government not to accept the American proposition. While it is not probable that Sagasta will heed the recommendation, he will experience the greatest difficulty in enforcing his peace policy in opposition to a majority of the commission. It is even doubtful whether the commission will obey the instructions to sign the treaty in opposition to their own opinions. If they do they will disclaim all responsibility of accepting the American terms, and will act merely as the instrument of Sagasta.
