FOREIGN ADVICES.

CONSTANTINOPLE, March 11.

After the holding of several Divans, orders were dispatched to the chiefs of all the troops of the Ottoman empire, to take proper measures, that on the first signal, the said troops may be in readiness to march; declaring at the same time, they should answer with their heads for any miscarriage that might happen through delay in the execution of those orders.—His Highness afterwards appointed a Commandant General of the army destined to cover the important place of Oczakow, with orders to set out immediately and wait for the army that is to be sent there.—He then sent a Firman to the Bashaw of Romelia, to recruit: and ordered a thousand Janizaries, to march in all haste to Silistria, in Bulgaria, a very large town, but weak, situated on the right branch of the Danube.
