WHAT THE EFFECT WILL BE.—The National Intelligencer says:—As soon as negro suffrage is established, if it operates as the Radicals desire it, to consolidate the blacks in an opposing mass to the present white race, two States, Mississippi and South Carolina, will at once pass into the hands of the negroes. In other States many counties will pass into their hands. When this takes place, especially if the blacks are urged on by crazy fanatics—and there is never likely to be any deficiency of them—there will be a charming time throughout the South.
