Washington, June 1. -- Germany is ready to make several concessions as desired by the United States, according to a rumor which says that Ambassador Von Bernstorff has received a message telling him to explain to the state department that Germany's evasive answer was necessary to prevent antagonizing the military party of that nation.

President Wilson has asked that the reply to the German note be withheld and expresses the hope that it will be answered speedily, at least by Thursday or Friday. He said that conjectures concerning note immediately cabled abroad would cause trouble. The president also said that the Mexican situation remains unchanged and that the note sent there will be given to papers tomorrow.

Legal officers of the United States government say the American point of view in the legal questions involved has never been disputed in the past by Germany or any other nation of the world in any of the essential features.

Analyzing the Germany reply, it was pointed out that the German acceptance of responsibility for attacks on the American ships Gulfight and the Cushing, with expressions of regret and offers of reparation, could not aid materially in clearing up the situation, since it was declared in the American note such promises do not remove a dangerous practice. This view, it is held, is proved by the attack on the Nebraskan and the absence of any assurance that Americans on unarmed merchant ships of any flag in the future will be transferred to a place of safety before such a ship is destroyed as a prize of war.

Continued attacks on American vessels even though hostile intent may be disavowed in each case, is regarded by American officials as constituting in total effect a hostile practice.
