We lately laid before our readers some extracts from a Pamphlet written in England, avowedly in defence of Neutral Rights, particularly as they regard the relations between England and the U. States. Many enquiries and conjectures have been made as to the author of this work. Some have even hinted that it is the production of a pen under the influence of Mr. Monroe, our minister at London ; and of course are unwilling to admit that its doctrines and opinions can in any manner be considered as a criterion of the disposition and views of the New British Cabinet towards this country.
We are extremely happy in being able to assure our readers and the American public generally that the author of this interesting work is no less a person than Lord HOLLAND, nephew of Mr. Fox, and that it has been issued in England with the view of preparing the public mind for the reception of certain liberal stipulations between that government and America, in which some important and advantageous principles will be ceded to us.
In our estimation of this article, we conceive it the most important intelligence that could be announced. Its authenticity is indubitable......Phil. Gaz.
