A gentleman from Lisbon informs us, that ministers from France and Great Britain were convened in that metropolis for the purpose of framing permanent treaties of commerce. The trade of Portugal is certainly an object of considerable importance to this country, yet such are the debility and derangements of our federal politics, that we have not any agent in that court to protect our interests from the attacks of European negotiators. To what quarter, indeed, can we direct our attention, without finding additional cause to deplore the feeble and disordered state of the continental system.
