INTEGRATION GUIDE LINES
Many opinions have been expressed on whether President Eisenhower should or should not have taken a more definite stand on the Supreme Court's decision declaring segregation in public schools illegal.
Now comes Atty. Gen. Herbert Brownell, Jr., one of the highest legal authorities in the United States, who says:
"President Eisenhower and the Federal government will provide 'the guide line' towards ending racial segregation in public schools, but the first action must be taken by the states and local communities. The primary responsibility for enforcing the court's order rests with the states and local communities."
Perhaps the states know this. Anyhow, some of them, including our own Florida, have passed laws to prevent or hinder the progress of racial integration in our schools.
In such cases just how will these guide lines work?
