GENERAL MITCHELL'S PLAN. The following is the mode of organization proposed by General Mitchell on Thursday night last, at Smith & Nixon's Hall, which he wished kept out of the press. As the modus operandi has appeared in one of our city journals, we think we are bound no longer to withhold the same from our readers: 1. All Home Guard troops to be mustered into the service of the United States for three years, or during the war. 2. To be clothed, fed, armed, equipped, lodged, drilled and transported as other troops. 3. To be subject to duty for ten consecutive days in every thirty, during which time men and officers shall receive full pay. 4. To be subject to the call of the Governor of Ohio for full duty and by him to be turned over, as other volunteers, to the control of the General Government whenever in his opinion the necessity would warrant him in drafting the State Militia into actual service. 5. Whenever any full Company shall apply to be placed upon full service they shall be accepted in preference to other applicants.
