Extraordinary as it may appear, we are assured, that the officer who was charged with the last government dispatches from Admiral Arbuthnot, declared in the drawing-room, at St. James's, on Thursday, that an American officer, of the name of Scot, who was made prisoner at the capture of Charlestown, told him that Congress had with the utmost difficulty prevailed on the Americans to support the expense and inconvenience of the present campaign, and that the chief reason which induced them to enter upon it, was a confident assertion that the cities of London and Westminster would be laid in ashes this summer.
