NEW-YORK, MARCH 14

This morning arrived the ship Dublin Packet, Capt. Greene, in 77 days from Dublin; the late papers brought by her are to the 28th of December, containing London news only two days later than the public have been in possession of. The only article of consequence is, that the late rumours of peace begin to assume a decisive tone. Extracts follow:

LONDON DEC. 20.

A variety of rumours are in circulation relative to the views of the Cabinet on the Continent. It is said that Mr. Aylesworth, the messenger, who arrived lately from Vienna, brought dispatches to ministers, which tended to confirm the opinion that Austria is disposed to conclude a peace with France. It is also reported that propositions for a negociation have actually been transmitted to this country through the medium of the Prussian Cabinet.—Albion.

It is asserted if the Emperor of Germany concludes a treaty of partition with France, at which the feelings of other governments must revolt, he will have cause to dread the indignation of those powers. This cannot be true; or admitting for instance that England and Russia could endanger his existence as a Prince, what would be the consequence of an attack by them? The moment the Emperor Francis found himself closely pressed perhaps before, he would throw himself into the arms of France, and thus promote the cause of the revolution, opposition to which is here pretended to be the only object of hostility if England and Russia be sincere in their professions. they would dread attacking Austria, under these circumstances, more than sanctioning her acquisitions.—Ibid.

Among other speculations upon the terms of partition upon which France and Austria may conclude a treaty of peace, it is conjectured, that Bavaria may be sacrificed, the Elector of which has broken all terms with France, and has thrown himself into the arms of Russia. France must, therefore, feel less desire to protect that Electorate, and we all know that Austria has long coveted it as its most darling object. By the secret article of the treaty of Campo Formio, it is believed part of Bavaria was given to Austria, and by the next treaty the whole of that territory may be assigned. Such an unprincipled act would, probably excite the resentment and, perhaps, the hostility of Russia, which would feel a duty in protecting Bavaria; but if Austria, Prussia, and France, sanctioned the measure, as they probably would, the efforts of Russia, could produce no effect,—ib.

It is reported that the Ex Director or Barras, thelemy has applied to the Consulate for leave to return to France. Should he be refused that permission, it is said, he will go to America.

Several of our newspapers have reported, that La Fayette has received orders to quit Paris—This is certainly untrue, as he has not been there since his return to France. He resides on his estate at some distance from the capital. Madame La Fayette has seen Buonaparte; but the consul declined any positive interference, or even avowed knowledge of her husband's return. Sieyes observed a similar conduct, when the same lady waited upon him. Both Sieyes and Buonaparte live in great seclusion, and are seldom to be seen.
