We infer from the annexed brief notice, which appeared in the National Intelligencer of yesterday, that Major Vandeventer, Mix's partner in the Rip Rap Contract, has been dismissed from the War Department:
"We understand that Major CHARLES J. NOUNSE was yesterday appointed Chief Clerk in the Department of War, vice Maj. VANDERLEVENTER"
Several other changes might be made in the same Department without detriment to the public service. When ministerial officers use the influence and facilities of place to bring the Administration into disrepute, and thereby to injure the country, it is worse than bad policy to retain them. Let every man enjoy his opinion—but let him not be paid by an Administration which he professes to believe corrupt, and which he is enabled by that pay and the consequence it gives him, to injure. The men at the head of the government are bound, if they be honest, to believe that their course is correct, and that to change it would be injurious to the country. Hence they act inconsistently, when they keep persons in office who they know are striving to effect such a change.
