It has been reported for some days past, that two British Frigates, were off our Capes, but we have not been able to ascertain the truth of the report. It is certain that the frigates which have been mentioned, as upon our Coast, are not the MILAN and the CAMBRIAN, as the former lately sailed from Halifax for Lisbon, and the latter is stationed in the Mediterranean.
We can further state, that the ships of war of the U. S. in Hampton Roads, neither have, nor will make any movement in relation to any armed vessels that may enter our waters. If our readers recollect, by the law, all public armed vessels, coming into the waters of the U. S. are to report to the collector of the district, who assigns them a place of anchorage, and regulates matters, touching their stay and intercourse, or orders them to depart according to the circumstances under which they have entered. If any public armed ship being ordered out should remain, it then is lawful for the President to employ the sea and land forces of the U. S. to compel such public armed ship to depart. This is the substance of the law, from which it will appear, that it is no part of the duty of the naval commanders, in the first instance, to prevent the entrance of any public ship into the waters of the U. S.—Ledger.
